It allows adding more mineable moons without adding more moons. Fairly easy to implement even. All it needs is to change one field in the static database.

If you take all the sand out of the box, only the cat poo will remain.

.4 and .3 are rather a bit of an anomaly.

Moons are also unavailable in .4

But then my (CLOSED, thank you) Low Sec PI Corp only used .2 and .1's as .4 and .3 were BARELY better than High sec and not worth the time.

Basically .4 and .3 are useless DEAD areas.

And CCP actually has to ASK how to get people into Low ?????

I think because 0.4 is like someone said, usually a buffer zone or what I call a 'border zone' to hi-sec. It's not 100% consistent though... but typically whenever you're in a 0.4, you can probably jump into a 0.5.

So I guess because it's not... lo-sec enough? Or because you shouldn't need a refinery because you're almost always next to a high security zone?

What gets me is that there is goo in the moons to be mined, but you can't !
