Let me tell all of you what are the first three phrases I heard when I first docked in Jita 4-4 with State battleships on my tail (I was with the TLF then and I shot enough Amarr to get onto the Caldari ****-list).

1. "Papers, please."
2. "Cause no trouble."
3. "Glory to the State."

Then I was immediately accosted by a Jin-Mei peddler trying to sell me a T-shirt with the slogan, "I went to Jita 4-4 and all I got is a Suicide Gank".

Since I enter Jita 4-4 via Jump Clone nowadays, by technicality I never left.

A Minmatar warship is like a rusting Beetle with 500 horsepower Cardillac engines in the rear, armour plating bolted to chassis and a M2 Browning stuck on top.

Until you realise that JIta 4-4, the most cosmopolitan station in New Eden, at least in High Sec, doesn't really follow those rules. When you first enter, they don't really care about your identity so much. Where do you come from, purpose of visit, they don't really care. They ask for your name, your ship name, the usual personal details fill-up, register, give you your Temporary Station ID, brief you on the rules and then you are off. Capsuleers baseline at their own discretion and at their own risk there, but it's definitely not prohibited. Probably because if capsuleers feel their movements restricted enough, they will up and leave or stir up some crap and then the Isk stops flowing. Most they do is to remind you about what you can or cannot do (don't sleep on the bench) and mark it into your Temporary Station ID. Then they start fining.

Also, you will also come to realise that the Gallente opened shop there as well. Gift shops, restaurants, tourist traps, etc. Your beloved State not only tolerated their presence, they even profited from their presence there (rent money and the like).

Alas, all coffee is Soykaf or some other brand of Synth Coffee.

Baseline rules or not I doubt the economic capital of the cluster cares that much as long as isk is involved (I can also confirm I've been to jita both in the TLF (they HATED me even without being in the TLF) and when I was living in tribute (still hated me at the time I went, they like me now for some reason) and the only unfriendly people I ran into were on the undock. They were capsuleers.) Thus why I think he and I don't really understand ya. We both acted as baseliners and such and didn't have any problems.

To be perfectly fair, Kim is right about baselining restrictions in an ordinary Caldari station, which see much lesser capsuleer occupancy and whose population are predominantly Caldari.

Jita, however, is an exception due to the kind of visitors they are getting. Jita 4-4 administration is handled by the State, but the station population itself is mostly immigrants from all over the cluster. Minmatar, Amarr, Gallente, etc. If Jita 4-4 administration tries to enforce State culture onto these immigrants they will very quickly drive out the very people that's helping the ISK circulate into, through and out of the station. Moreover, the ones who brought all that business into Jita 4-4, the ones who decided to make Jita 4-4 their trade hub, were capsuleers. If the State starts forcing their culture, traditions, stringent rules and ways of doing things onto the very people responsible for Jita 4-4's growth into the trade hub they will very quickly end up running them out and lose their business, the very same business that allowed the station to grow and prosper as it did. Hence why instead of the usual myriad rules and laws to keep a State citizen in line, we instead got slapped with rules that can be summed up as 'Cause no trouble' to cater to all these different cultures that's coming in and mingling about in the station.

There and I think it's one of the stations in Ichoriya I didn't have problems in and were actually kinda' nice. Every other one i went to, lets just say I'm happy the door was locked......

Well the 'festive' Nargles do have a twisted sense of humour.

I ended up wandering back home through the cargo bays, why I don't know but people know me there and don't mind me hanging around from time to time, when this busted up industrial MTAC nearly collapses on top of me.

Well luckily it didn't but I get the fright of my life. This careless looking pilot staggers out and starts apologising about how the thing was destined for the scrap yards, how he was sorry, and not to report him to the supervisors. After cussing him out for a few minutes it occurred to me that if it was about to be scrapped it might be for sale.

A few life times worth of ISK... that admittedly isn't mine.... a couple of background checks and calls to references, and shockingly bitter cup of tea later I walked out with the paperwork to a Model A-7t MTAC.

After another fortune in hiring a private sector pilot to get the damn thing, which suffered four critical power failures and blocked an access lift for the better part of half an hour while an engineer re-jigged a couple of servo motors , to a rented hangar I realised it was the perfect gift.

I'm just glad that you're ok. Those particular Nargles can get overly excited, but they mean well.

It isn't about culture or immigrants, you silly gallentean pet lapdog.

You simply can't enter baseline space without State citizenship or temporary ID card. And you can't get temporary ID card if you have faction police on your tail. Can you get into station baseline space without temporary ID?.. Probably. By a miracle.

But if you are caught without ID, you are arrested. And if you will be found to be also a capsuleer (and you definitely will be after you are searched), you are just killed without further questions or investigations.
