4) You, so far, have gotten all of your investigations wrong. You gave CODE a bad grade, but they hunt down afk miners and bot miners. I don't see anything wrong with their mission whatsoever. I applaud them for their dedication to their mission. And they don't hide behind any secrecy...or a NPC corporation. They, unlike you, are effective.
