First thing is you'll never need any kind of prop mod, you'll only need a MJD in your cargo to switch in case things go wrong and you get tackled.

I've used a fit like this, minimal pimp, the passives are really dirt cheap and they do make a difference compared to T2.
I have caldari/gallente BS at 3 and once the hole was scanned down I could do around 250mil/hour including salvage.
A fortification takes around 9 minutes to complete and these feel like the easiest and best sites to do.
Outposts require some playing around with modules while sitting at a depot but even with my skills they were doable.

(I changed the Omnidirectional Tracking Enhancer II against another Ballistic Control System II)
Is this fitting viable for mission lv 4 as well ? how do you change modules while in space ? i cant do that

My dps lands at 1521 with this setup (730 drones - 790 launchers), 74k total HP - 64s HP / sec
I could afford exchanging a Large shield ext for a shield booster up to XL size .. but no?

Nothing wrong with going Passive on the Rattler for lev 4's, IF you use them in pairs with Siege/Skirm links. This fit is the best passive lev 4 you'll find in this resourceful forum with AFKing ability (if you like watching Japanese Animation while running lev 4 missions).

With Links you'll get a 68 74 74 70 shield resist profile, 114k EHP (85k shield HP buffer) and a 622 dps Passive Regen shield tank. Dps wise, you'll get 500-600 dps sentry drone dps and 350 dps cruise missile dps for a combined 850-950 dps. You can go with Caldari Inferno/Scourge Missiles if you want the extra range (I just prefer precision for better damage application and faster killing speeds).

You'll want to carry a mobile depot with 2x Shield Power Relays, 2x Shield Recharger IIs and a Gist C-Type 100 MN AB in cargo hold. Use the MJD to get within a good attack range (60-80km), launch MD, refit to the Gist C-Type 100 MN AB and begin orbiting your sentries to mitigate a decent about of damage.

If you don't have access to links or a second mission ship, then I don't suggest passive tanking the Rattlers to do lev 4 missions (It takes too long). Instead, I'd suggest this active tanking beauty.

I have max drone skills and near max missile skills on my Rattler Alts now. With this fit I'm getting 605 missile dps and 550 drone (warden II) dps for a combined 1155 dps out to 93km. The fit is cap stable with the cap booster running and can get a 380 dps Omni tank. If you want to range tank, then put a MD and sensor booster II in cargo hold. MJD out to 100km+ range, deploy MD, refit MJD with the Sensor Booster II and snip away out to 126km.
