Solution 1: Airlock
Solution 2: The Brig
Solution 3: Maroon in a station somewhere

You can put "Threaten to" before each if you're feeling extra-merciful. Most of all, he should treat your words "stop it" as holy and immediately cease without the need to resort to a threat. If he doesn't, it usually means he's on a collision course with quick and tragic demise - probably depressed to boot. Better just apply solution 1 and get a new one, they're cheap anyway.

Solution 4: Soundproof his quarters. Pad the walls thick enough that he can't sit in it for more than five minutes without suffocating.

Solution 5: Just ban all audio devices, or implement maximum sound limit regulations, of which violation results in pay cuts and/or discharge.

Solution 6: Duct-tape over-ear headphone cans to his head with our state of the art Tech II Matari Duct Tape. Or our prototype Tech III Matari Duct Tape: Slaver-jaws strength.

Oh, they started testing the Republic Fleet Duct Tape III?

Neat.

As for the noise problem, whenever he starts playing, just pipe terrible violin music over the comms into the room he's in. He'll stop.

How about checking with others to see if he is actually playing this music and it's not just your memory making you believe it is being played?

If he is actually playing it, check your pod for faults.

If everything is in place, set a certain limit on how loud music may be played, such as 'should not be able to hear it outside of your quarters.'

If he violates this, give him a warning/threat and if he does it again?
Drop him off in Jita, I'll fix his behavioral errors and take him into my on crew. Just... drop him off in a station and not the void.

Even if the capsuleer can't hear that infernal din, the crew will still be distracted by it. Problem has to be fixed, not ignored.

A Minmatar warship is like a rusting Beetle with 500 horsepower Cardillac engines in the rear, armour plating bolted to chassis and a M2 Browning stuck on top.

A solution has been found! The Thanatos is based in Stain region, so I simply docked in a True Power station and gave him shore leave. I then immediately undocked without him. Unfortunately however, the infernal "music" was left behind and must now be delivered to his family as part of his personal effects. Damnit.

This is borderline unacceptable, however funny it may be. You may want to consider at least hiring a shuttle pilot to return the effects, and throw the memory disk out of the airlock. That way they have their belongings, but without the Pirate bait that is their Angst music.

Although it may be considered theft, check with CONCORD first.
