fail overview or fail pilot?

All I want is a tab on my overview that displays fleet members *only*. So, I go to Filters -> Types, make sure all ships are selected. Then go to Filters -> States, uncheck all except for "Pilot is in your fleet." Ok, that seems like that should do it.....

However, nothing is on my overview when entire fleet is on grid. If i select the standing states, they show up along with non-fleet pilots. I'm hoping there is a simple setting I'm missing.
