Cant activate ANY training on my toon

Anyone else unable to activate training? I click a skill to train, and the multiple pilot training window comes up, and prompts me to purchase a Multiple Pilot Training Certificate. All training has been cancelled on my other toon on this account.

Help me CCP....you're my only hope....Sad

look on the first page here, already a long thread for that (multi or single queue, unable to activate queue between toon on 1 account)
broke with parallax, fix expected but no timing
