What's the best way of reducing ice volume? I believe compressed ice is only 10% volume of raw ice (so it goes from 1000m^3 to 100m^3 per block). Would I be better off just reprocessing ice into minerals? My quick calculation seems to say yes, so what's the point of compressing ice?

Not 100% sure, however I think that compressed ice can go into specialised ore/ice holds (eg the Miasmos), while ice products can't. So which is better may depend on what you have to transport it.

Setup a few PI planets to make Coolant and Enriched Uranium, buy some Robotics and make fuel blocks

Like Elena said, compressed ice can go into ore holds while ice products can't.
