Does a POS shield take damage when it runs out of fuel?

I have two small Minmatar towers that I let run out of fuel. When I put them back online, their shields were at 60%.

They're high sec towers and we weren't wardecced, so I don't know for certain where the damage came from.

Any ideas or links? Google turned up nothing.

A tower that just been booted on always start at 50%.

A tower always has shield. When offline, a tower doesn't have a force field.

True. This is to allow fueling. It is so that one cannot avoid repairing the shield by offlining-onlining.

However, an offline tower has 100% shield.

The shield does recharge when offline, but not when reinforced. Offline towers do not enter the reinforced state.
