Assuming you want to start a new character, don't delete the one you have -- just create a new character on one of the other two slots on your account. Then pause the training on your old character and start it on the new one.

Dear OP
I'm not sure what a faction is. I'm not even sure why you are using that word in EVE except for Faction Warfare. If that is the case, skip the 3rd paragraph.

EVE players are organized by Corporation. Any EVE palyer can found a new corporation and/or join an existing one. The caveat is that the players who run a given corporation can decide if they hire you or not.Some corporations are 10,000 members strong (GOONSWARM) whiile most are 10-100. Some are even 1 player. You and your buddy can either join an existing corporation or form a new one. No need to roll a new character.

Corporations can join Faction Warfare. Players can join these corporations. Again there is not many hard limits on this, just apply to one that you like! They will walk you through the rest.
