I am working on a tool to simplify the contact management, especially for NRDS corp/alliance like mine.

Is there an IGB, a REST or a CREST API to add/remove alliance contacts?
(I found IGB calls for the corporation contacts but not for the alliance)

I'm assuming you saw https://wiki.eveonline.com/en/wiki/IGB_Javascript_Methods#addCorpContact_Method

There's nothing listed about alliance commands there so I doubt it's doable. But try replacing corp with alliance/ally/etc.. maybe you'll get lucky
