Solitude is a nice place to hang out. Not too busy, has sort of a null-sec vibe with the added protection of CONCORD. Lived there for a long time and would live there again :)

If you use the moveme command, you'll find people in the Test system.
Lots of people. And lots of risk-free PvP.
