any use for this skill whatsoever?

afaik u only need level 4 for t2 rigs

if it is pointless then should we suggest a change to how they work?

I think when you start making tech 2 rigs its required. Going off memory here so could be completely off base. to be fairly honest Jury Rigging 3 is all you will ever need if you dont want to buy overpriced T2 Power Rigs, and anything that only required Jury Rigging has no drawback from last I remember.

All T3 cruiser subsystems require Jury Rigging 5 to manufacture.

Note that CCP Punkturis has mentioned that CCP is looking at adding drawbacks to ALL rigs.

Currently (last I noticed at least) the rigs requiring only the Jury Rigging skill had no drawbacks.
