Marketing Skill Confusion?

Hi all. Currently I live in lonetrek region, about 3-5 jumps from Jita(the forge). The Marketing skill reads that at skill I-IV I can trade based on jumps, and at V it "extends" to your entire region. If I'm reading it right, at skills 1-4 I can sell based on jumps, and sell to the next region. But if I max the skill, I'm "trapped" and can no longer sell across the region border a few jumps away. So unless I'm mistaken, it seems I screw myself if I max the skill. Am I reading this wrong?

skill IV- I can reach most places within citadel, the forge, and lonetrek (based on jumps)

skill V- can't reach anything past the border system I live in, now orders trapped to just Lonetrek.

No matter what skill you have, your market orders only work inside of the region they were created.

Gotcha. So while jumping into other regions sounds good on paper, it only helps with the region I'm actually in. SO no matter the skill level, I still need to cross the region border to reach the other region. Thank you
