WTB insane all t3 flyer 70 billion budget

Im looking for a character that can fly all t3s to perfection.

Must have all medium gun specialisations to V as well as HV/Ham missile specs V.

all subsystems V

perfect armour/shields, I dont want to have to spend time training Tactical shield/reps etc.

Big bonus if for HACs/ all t2 frigs with t2 smalls completed

budget is 70 billion so Skill points should reflect this. However if you have a lower sp character ( under 100 million sp) that is highly focused and is similar to what I want I will by all means take a gander. Like your eveboards or threads here as I alternate between characters and dont spend a lot of time on mail.
