You simply take a look which NPC corporation is seeding those blueprints, look where they have a station and buy it there.

You can use http://games.chruker.dk/eve_online/market.php?group_id=2 to find the NPC corporations.

eve-central will show you player made sell/buy-orders, but not NPC seeds (afaik).

This site has information on every blueprint in the game, including which NPC corporations sell it and where their stations are located.

Eve Central used to list blueprints but you needed to increase the "viewing data" range well beyond the default 24 hours.

Some BPO are racial, and are only sold by NPC corps in their space.

You are looking for armor stuff, so that is gonna be an Amarrian NPC corp, as they are the ultimate armor tanking race.

Others: Though Thukker have a hisec office, ORE does not, so all ORE BPO have to be imported from nulsec. I couldn't be bothered to make the trip (have done so in the past for all other ORE BPO) when I wanted an ORE Bowhead BPO, so I just paid 50m for someone else to import it.

Most BPO are available in Jita if you are willing to pay an import fee.

most bpo are seeded breh, if theres no faction associated with them (like rigs) they are available everywhere
