That's not true according to CCP_Masterplan (here). Lock updates are asynchronous, so the person locking can (in theory) get the lock and notification in the same tick and then almost immediately issue commands from pre-activated modules (which will be acted upon receiving during the tick but with notification following on the next tick).

It can be a crapshoot, though it kind of averages out in larger scale gang fights.

10 tacklers try to catch 20 insta-ceptors. You might get 3-4 on each gate if you're lucky.

Sacrifice a phoenix or a dozen carebears to the server gods for better fortune...

I can vouch for smartbombing the gate as working. I was warping freely and then after a gate jump...I'm decloaked, in pod...then corpse. I wasn't paying super close attention but I don't think it would have mattered, I spammed the hell out of the warp button and still got smoked.

Nothing can force a gate decloak other than you starting to move or the 60 seconds running out.
