CCP Logibro stated in this post that with the disqualification of Warlords of the Deep and The Camel Empire, the previously 17th and 18th placed teams would be moved up to 15th and 16th, presumably resulting in an automatic spot in next year's Tournament.

Given that, it seemed worth calculating the order of teams placed 17th-24th (all eight teams went out at the same stage).

Logibro went on to confirm that they would rank the teams that went out at the same stage based on the same method as they used to rank teams for the initial seeding this year. This method can be found in this post.

The method is pretty simple: they just take the average points differential over the entire Tournament (the last link explains what happens if there is a tie but it isn't relevant in this case).

Using all of the above, along with Null-Sec.com for points figures for the matches, I believe this is the final order of those eight teams (average points differential in brackets):

R.E.V.O.L.U.T.I.O.N (20.6)
Ministry of Inappropriate Footwork (9.2)
Dead Terrorists (-0.75)
Agony Empire (-3.4)
Project.Mayhem. (-3.8)
Vox Populi (-7.75)
Out of Sight (-13)
The G0dfathers (-31.25)

This leaves the final top 16 ranking as:

1. Pandemic Legion
2. Exodus.
3. The Tuskers Co.
4. Nulli Secunda
5. Hard Knocks Citizens
6. Shadow Cartel
7. The Gorgon Empire + Spawn
8. THE R0NIN
9. Triumvirate.
10. Tactical Narcotics Team
11. Test Alliance Please Ignore
12. The Afterlife
13. End of Life
14. Phoebe Freeport Republic
15. R.E.V.O.L.U.T.I.O.N
16. Ministry of Inappropriate Footwork

You could, if you were so inclined, order all the other teams based upon CCP Logibro's method at each stage but unless they drastically change entry requirements or seeding next year, it doesn't seem worth the effort.

Please note that as it is fairly late there is a pretty high chance of error, particularly in the 'top 16' as I only did that once. I think the ordering of 17th-18th above is probably right as I checked it a couple of times.
