I think there are some simple ways to drastically improve POS access and control for WH corps.

1) Have the Ship Maintenance Array partitioned just like the Personal Storage Array
2) In partitioned assets (like corp storage) allow access to be set by folder - not just the asset itself
3) Allow perms to be set by asset - not just asset type
4) Allow CEO's to set corp members into ranks and then assign access by rank

I think I would rather the devs focus on getting Citadels up to speed instead of working on something that will be phased out in the long-run. Citadels are allegedly going to have separate hangars for individuals, so it will largely negate the issue of shared resources.

The other items you listed, regarding permissions and ranking, have more to do with corporations in general as opposed to having to deal with towers, specifically. Just remember that you can use cans and titles as a bit of a stop-gap to be able to set up your own ranks and access list.

Don't forget Mobile Depots too!

You can put them on-grid with a POS too, so they have some defense from the POS.

Keep in mind, though, that what's an option for you is "forced work" for others. Specifically, if they allow permissions to be set by more criteria, someone will have to figure out what the default setting should be (no access? everyone has access?) and then the CEO or directors will have to go through every single POS and every single asset to set the permissions they want. So that's a lot of clicking.

And aren't they in the process of replacing POSes with the Citadels and the new structure system that they've blogged about for the past year or so? Not sure they'd want to work on POSes only to then remove them and replace them with whatever the new system.

I completely agree with a focus on the Citadels taking precedence over an asset type that is going away. Understanding the current deficiencies however is a great way to ensure they are dealt with in building the correct features for Citadels.
