Already exists, look in the Gallente Industrial section of the market.

I thought each race had at least two, called the Deep Space Transport and the Blockade Runner, both being great for PI depending how secure your route is.

CCP should add more NPC 0.0 space to open it up and liven things up: the Stepping Stones project.
