The fuel blocks a tower consumes are based on the tower's race, not where it is, in the same way as the use different isotopes now.

So your shadow towers use gallente fuel (oxygen isotopes) and your DG tower will use caldari fuel (nitrogen isotopes).

My first guess would be that the towers have retained their racial fuel requirements (whic type of ice fuel they need to run) as the fuel blocks are composed of the same items that were required to run the POS.

In short a Gallente tower will require a Gallente fuel block because the block is composed of the ice that Gallente towers need.

Looking at your situation, simpy swap the blocks you are using the Shadow and Gal based Dread tower> Shadow needs Gall blocks, Dread needs Caldari.

I think you confusion stems from the fact that location makes a difference regarding Starbase charters, but not fuel blocks

Funny that ppl have expensive Faction PoS'es but did not know which fuel they need.
Normally the fuel u need should be shown in Information Window.

or at least be able to figure out that since there are four racial towers (plus pirate variants), and four racial blocks where the only difference is the isotope going in (Hydrogen, Oxygen, Helium, Nitrogen) that the towers are still tied to certain racial fuels...

State of EVE atm is Hisec POSes are immune to Decs. Nobody'll bother.
