Here is what i'm flying for basic high sec mining (ore)...

This is giving me right at 60k EHP. I am finishing the train for tech ii rigs and will replace them when that is done.

Question: What is the preference, the Med Shield Extender II or the 10MN Afterburner for speed tank fit?

First of all, you don't need to train into T2 rigs anymore, go ahead and fit them if that's what you want.

Second, you can't fit a 10mn without a power rig.

This will get you more speed and have about 5K less EHP but you need to have perfect PG skills or plug in a power implant.

1) ignore the survey scanner. Pretend they don't exist and fit for more tank.
2) you don't need skills to use tech 2 rigs. Skills just reduce the drawback.
3) personally I'd go with the brick tank. Your goal is to live the 10-40 seconds until concord comes to give you free loot.

It would take considerable effort to break this tank even with a prop mod and no extender (91K EHP with all lvl5 skills and OH'd invuls), he will be out of blaster range well before they get into his tank assuming he is paying attention.

no need for t2 rigs.
replace the extender and the survey for EM and adaptive hardeners.
in the past people tried to gank me in laser boats on highsec so don't neglect your em defense.

Transverse Bulkheads work well for many of the mining ships. Just being in a skiff makes you almost immune from ganks since there are always easier targets around. I've keep mining in plenty of ice fields where CODE. was actively attacking while enjoying the change of pace.

This is a working fit. The survey scanner is worth it unless you are mining every rock. The ship has 250 m/s speed without a prop mod which is plenty for moving around the belt.

Even without a DC this fit has 65K EHP with 75%+ resists across the board - Yield is 1218 and cap stable at 65%. Swap a DC to boost the EHP to 93K and drop the yield to 1117.

if you want to use it at null you will need all the tank you can get and some dps too, if it's hisec change drone damage amplifier with mining laser upgrade, and use implants to compensate cpu or change damage control to something your liking (i prefer inertial stabilizer for faster alignment)
