What is with the login queue?

I attempt to log my alt in, I get "I am #3960 in queue please wait." I log on with Siigari on my other screen and log in instantly.

Now I try to press "enter" to log in again on my alt and I'm stuck waiting.

The client is already connecting to the server (whether or not the login progress bar is showing). Please wait.
