OP, the answer to your original question is: depends what skills you have and how you like to fly.

I refrain from giving advice to OP about blitzing L4 missions because of all reasons that were mentioned here before. As for regular mission running I would say OP should look at:

- Marauders - you really can save your time being capable of salvaging during fight, bastion module gives quite high degree of safety (EWAR immunity, monstrous tank). However skill requirements to fly Marauder are high: AWU - V, racial BS - V etc. That's about three months of training. You should also think about choosing particular Marauder type (Kronos, Golem, Paladin, Vargur). There are pros and cons about each of them but that is topic for longer discussion.

- pirate battleships - there are many of them but for PVE purposes you should look exclusively at Rattlesnake, Machariel, Nightmare and Vindicator. I would say cruise missiles+sentry Rattlesnake with MJD is the best choice for starters because it offers huge DPS and very high level of defense thanks to MJD ("Escape Button") and quite good build-in EWAR resistance. If you running missions against Sanshas and Bloods go for Nightmare with Tachyon lasers and you won't regret that. Machariel is the best mission boat against Angels due to their crappy EWAR and great dps at close range. Also rail Vindicator with sentries as its secondary weapon is decent ship against Guristas and Serpentis. Moreover in several L4 missions where rats orbit at very close range you can arm Vindicator with blasters and massacre them!

- navy faction battleships - there are at least two ships you should consider: Caldari Navy Raven aka CNR and Typhoon Fleet Issue aka TFI. The former is cruise missile boat with very good damage selection/application and it can be both MJD-sniper and semi-brawler, the latter is similar to Rattlesnake because this is also drone & missile boat.

- T1 battleships - I would say Raven, Dominix and maybe Apocalypse, if you fly in Amarr space only, are worth consideration.

Yes but at the same time, your unbonused ogres need to fly for 50km. Plus using regular ogres (what sane people will do) you won't even hit 1k dps.

Also you're under the impression bastion lasts 5 minutes as well.

Which tach ship wouldn't be running TC's? Paladins will typically have 3 TC's and NM's 1 to 3 depending on fit on top of their tracking bonus. Napoc has, again, a tracking bonus and should still have a TC or 2.

Beyond that there aren't many ships I'd put Tachs on and all 3 of those should outtrack a 4TC Arty Mach.
