You pay because he is perfect.....which is rare. He is also titan ready if someone wanted to go that way. He has about 5 million wasted skill points not 10. You will never get a toon like this for less than low 30 bill's. You get starter nyx pilots in the 20 bill zone, good starts but not perfect.
