Often an "Exception" on launcher start

Often but not always when i start the launcher normal i get an exception window showing the text in the pastebin link below (even too much for character limitation in the forum). When i start the launcher as admin i never get this message.

Related to it is maybe my launcher then always is stuck at downloading update 0 B / 0 B 0.0% even if there is nothing to update.
Funny thing is the window contains a button "start eve" which directly start the exefile without having the need to insert account name and password. Also starting eve then is no problem. No sign of missing updates or anything (i know it is fully updated) then.

As i said this doesn´t happen with launching the launcher as admin.

Anyone can please tell me what it means?

The error you are receiving is an input output error, it means that the launcher is unable to write to your hard drive. In other words your launcher does not have the correct folder permissions to write to your hard drive. However when you run the launcher as administrator you override those permissions which is why it works while running as administrator.
