WTB Dreadnaught Pilot / Dread Pilot - Budget 11B - Any Race

I am currently lusting after a dreadnaught pilot.

Must haves:
5-4-4 Jump Skills Minimum
Advanced Weapon Upgrades 5 (To use seige)
Racial Capital Tanking Skills
Racial capital gunnery skills at a minimum level
Must have the racial dreadnaught skillbook injected and at a reasonable level
Can be any race, though I would prefer caldari / minmatar



My budget is 11B ISK. Do not link me chars that are more expensive because you are just wasting time.
Char must be located in hisec/lowsec
Security Status does not matter
