I am interested in starting to run missions for Zainou, but the only Lvl 4 Zainou Security agent is in Kulelen, which is one jump from lowsec. Can anyone that runs missions in Kulelen let me know about how often agents in that system offer missions in lowsec?

Thanks man, super helpful. Anyway, I pretty much figured it out when I was offered two lowsec missions in an hour. I'll be trying somewhere else.

The game is supposed to pick the location based on traffic, so you should get sent to a lower traffic solar system. When you are next to a low sec system that often means you will be offered missions in that system. This was introduced a few years ago as an anti-lag measure by trying to spread people out a bit more.

The exceptions to this are the missions that are usually offered in system e.g. Recon.

Generally it's just not worth the hassle, even if you have awesome faction standings and can just keep declining them it gets pretty tedious very fast :)

More helpful and useful than wandering onto the forum and demanding answers without having done any research of your own. At least you bothered to get empirical data in the end.

Um, I know you've been gone for a while and just recently re-subbed so in case you've forgotten, these forums are meant to be a place to gain and exchange info, not to post replies that are off topic, antagonistic and or sarcastic since those will only incite negative responses and derail the thread.

Anyway, the OP asked a specific question :

Obviously the answer of "RNG is (probably) R" is the go-to answer for people who don't know. I understand the need to post a reply. Could have easily just said "Good question, hopefully someone will have the answer."
