This is a cool idea. Smuggling is also quite a cool extra suggestion; I doubt 20 m3 would be all that open to abuse either.

Come to think of it, why is dose of drugs 1 m3? That's a fat line!

So that standing/security rekt characters can move throughout HS?

We already can. It's really easy.

like super easy, its like a role any shuttle already provides. It's been a while since I've had to worry about it, but I'm pretty sure most ships can work too.

also with low sec status most of the navies will web you into warp rather than hold you down Lol

But can we get a Concord/ Police escort? Because I am really important and I like flashy blue lights.

I am a pod pilot: http://dl.eve-files.com/media/corp/DesertIce/POD.jpg

CCP Zulu: Came expecting a discussion about computer monitors, left confused.

I like it, but take it a few steps further.
Cargo immune to scanning.
100% chance of lot drop.
Player name doesn't appear with ship tag to either friend or foe. You appear as truly neutral to all parties.
A modifier to make them slower to warp than a standard shuttle.
10m3 cargo capacity.
That would be interesting...

You can pick your friends and you can pick your nose but you can't pick your friends nose. Unless you podded them...and collected their corpse.

I find this quite a fun idea as well. It has precidence with zephyrs being ignored by sleepers.

To quote Lfod Shi

The ratting itself is PvE. Getting away with it is PvP.

Just put some ALTS in a Federal Navy Comet with the Police Skin.

Easy done.

Good proposal additions to the original idea.

The OP originally stated the Shuttle would set players security status to neutral standing. Since the shuttle has Diplomatic Immunity then some of your proposal needs to be omitted. Basically in my opinion it would incorporate the following aspects :

Cargo immune to scanning.
Player name doesn't appear with ship tag to either friend or foe. You appear as truly neutral to all parties.
10m3 cargo capacity.

In addition :

Shuttle is immune to all damage types.
Shuttle is immune to all types of EWAR.
Shuttle aligns and goes into warp faster than regular Shuttles.

Yes, the perfect smuggling ship, all under the guise of Diplomatic Immunity.

There are Guristas shuttles as well. Its obvious Guristas wont shoot you while in one of those right?

That Jove shuttle can protect you from Drifters! Or should it attract them? ....

It already has a very obvious purpose. It looks different. Did you know people pay cash to make that happen to their ships?

But should the scan immunity extend for both NPC and player scanners, or just NPC or players? Seems a little too much if neither can take a peak inside.

Not sure about EWAR immunity, though. Just because it's a diplo vic doesn't mean you CAN'T engage it, just that it isn't legally allowed. Rules and laws are one thing, ability and inability is it's own beast. Maybe make it so that CONCORD shows up much faster if someone tries to act stupid around one. Don't know how that would make a gank attempt different, but it might be interesting to see CONCORD showing up nearly instantly after offensive actions take place...if a little surprising too.

You could also put a stiffer sec penalty for poping one of these things, maybe add a small monitary fine that's paid out to CONCORD if you shoot at one.

Also, the ship name may be another issue...I'll elaborate; when you unpack a ship, it automatically get's named (Player Name)'s Shuttle. So, having the player name guarded and not the ship name as well would miss the point. Somehow, the ship name must also be guarded, either by CCP changing the way this particular ship gets automatically renamed when packing and unpacking, or the player needs to remember to change the name before undocking, or it won't matter that his name doesn't show up.

I'm not saying all of these are a good idea together, but picking a couple of them and slapping them on the Diplo Shuttles would be interesting.

"Tomahawks?"

"----in' A, right?"

"Trouble is, those things cost like a million and a half each."

"----, you pay me half that and I'll hump in some c4 and blow the ---- out of it my own damn self."

A couple thoughts:

Be careful of what you ask for.

How can this be abused?

Now, change the word "Revoked" to "Ganked", and we're all set here.

"Tomahawks?"

"----in' A, right?"

"Trouble is, those things cost like a million and a half each."
