Just kidding. Get your faction standings over 5.0 and then who cares how many you decline, just stay over -2 agent wise.

Pretty much, don't need a pulling alt although I do have one just in case.

Now again, I don't have a lot of data but as soon as I hit what looks to be my Faction standings 'cap' (7.5 ish unmodified) I've only been getting Materials for war storyline. It's enough to keep me at 7.5 for the last 2 weeks (hence the quotes around 'cap') and is just 1 jump I can do in an inty for a nice 17mill. I do just under half the missions in the mission pool from the agent I'm at so slightly larger than some blitzers but it keeps me at over -2 agent without any additional upkeep or pullers.

*shrug* at the end of the day it doesn't matter. Yes there could be a small little modifier based on whatever standings in the quality of missions given or theres not because it makes absolutely no change, at least to me. The effect isn't big enough to be noticed or even to effect the way I have ever run missions and thus it is irrelevant if it exists or not. Not a great mechanic if it has no real effect, isn't known about nor effects anyone's play. Equates to wasted dev time if it does exist.
