Both those fits have exactly the same DPS, 579 (no implants no drones)

Notice that the mega is using T1 ammo, the proteus is using faction

The mega has ~50% more range, the proteus has better tracking and mobility

Both have roughly the same tank, however the proteus is cap stable

The mega costs 150 mil isk, the proteus costs 10 times that, about 1.5 billion(very rough guess)

The proteus may get suicide ganked, the mega definitely wont

That is why the proteus is horrible.

And here goes my rant.

It’s an expensive ship, this is a game and you make your choice over how much fun you want to have playing it.

Ishtar - Great ship, I have one, I have HAC 5 and all associated skills, it is not faster than the Proteus in Kin/Therm Missions, in missions where another damage type is required or you are required to give over most of your low slots to tank (Heavy EM or Explosive damage) or need a lot of range then it can be the better option. The Drone Proteus does lack the extra drone but can probe, salvage, tank more and generally do more turret DPS.

For the record you can set up a passive shield level 5 Proteus and it gets around the same tank but you will be down one heavy/sentry drone hopefully CCP will fix that one day.

Deimos - does not compare from a tank, cap, DPS or drone bay perspective.

As for the Mega/ Proteus comparison, you put an A type Repper and Afterburner on it of course it costs 1.5billion you can save 600mill just by downgrading those two mods. Also that Proteus Tanks more and it will take less damage with its speed and sig than a stationary battleship. I would not use railguns on the Proteus either and the Hype performs much better as a Gun Platform.

I like running missions in my Proteus, It is fast and hits hard, I don’t need to be cap stable, and I don’t need to use a web I do need to fly the ship properly.

I don’t have huge a huge amount of time to play anymore and have quite short play times, so bombing round killing all ships in Serpentis Blockade, Extravaganza, massive attack, Vengeance etc. These in under half an hour suits my play period. I do one side of worlds collide and the assault in about 40 min as well. Not saying they are Mach speed just not as terrible as people believe.

…apart from doing a whole lot more damage (which equates to faster completion speed) and being able to do it at longer ranges.

…except that it has the same turret bonus and the same number of turrets as the Ishtar, so no, it won't do more turret DPS (and even if you overload it with magstabs, it's not nearly enough to make up for that lost drone). If you want to gain the same tank, you definitely have lost any chance of delivering the same damage. Also, as it happens, the Ishtar has a few high slots left over for various fun uses.

It will have the same drone bay as the equivalent Proteus, and while its dps will be lower, it can bling out more and gain some of that back and still be cheaper.

Sure, you can make the Proteus work, but for what you get with the same skills and the same budget, it's not providing any advantages — quite the opposite.

After all the rants I and a buddy played around with some Ishtar fittings in EFT.
You are right. The Ishtar is a great ship, no doubt, but it can't get the tank of a Proteus and compared to a blaster Proteus it doesn't do more damage. I also was never a friend of heavy drones, because they are useless against cruiser sized targets and below and changing those awful slow gallente drones for different targets can't be that faster than approaching your targets with a MWD and blasting them to pieces. And don't forget that the blaster Proteus can also have 5 medium drones that dish out additional damage.
I don't even start about the Deimos... neither its dps nor its tank are anywhere near the Proteus.

Don't get me wrong. I know that the Proteus is relative expensive, I know that there are more efficient ships for mission running around, but in the end it all comes down to this:

I have a lot of fun flying it. I just don't like the chunky battleships and the HACs simply don't perform as well as I want them to. I can fly my missions in a very reasonable time. I know, my buddy in his Tengu is faster, but not that much that it is relevant for my playing style.
It's fine that there are people who like to get as much out of their mission runs as possible and who fly the most efficient ships they can get for whatever they want to spend. But to claim that other ships are terrible just isn't true.

As I already said, I really would like to see one of those "super" fittings for the Ishtar that can run Level 4 missions faster than my Proteus. Serously, I would like to test it by myself to be able to directly compare it in practice. It's not that I'm not open for that idea but I need to see it for myself in practice, not EFT warrior theory.

And by the way... the OP asked for (cheap) PvE Proteus fittings and statet he don't want to hear something else. Why do people still try to convince him that this is a bad idea? He seems pretty firm in what he wants, you should respect that. Especially because we have some really good and first of all actually battle tested fittings posted here.
