I have three options...

I am trying to decide what to train for before I undergo neural remap for Intelligence, and I have narrowed down three options.

1. Capital Ships, but at a low level. Train requirements for flying Dreadnoughts, carriers, and Jump freighters, then train jumping skills after the remap. Unfortunately I would only train the ship skills to level 3. Pro: Fly capital ships relatively soon Con: small bonus when flying them until I get another neural remap
Is flying capital ships worthwhile if you're only at lv3?

2. Marauder! Black ops at low level after I get jumping skills. Vargur with lv4, Minmatar BS at lv5. Pro: Vargur is powerful for PVE and PVP Con: I'm bored with missions, I don't like solo PVP with a 1 billion ISK ship, ships are not always useful
Your opinion on Marauders?

3. Tech 2 Light missiles, other weapons to lv4. Pro: start on Intelligence skills sooner, I want to fly a Jackdaw, wider range of applications. Leaning this way because I want to max out exploration skills relatively soon, see cons above.

Wait.... You are considering training capitals, BLOPS and marauders and you haven't tech 2 guns?!?

I would go for option #3 first, then deal with the platforms to use them on later.

1. Pointless these days.

2. I've a Vargur, and I favour a MWD over a MJD. Burn into main group (within ~20 km), enter bastion, deploy MTU, and leave when the room is clear. MJD are too hard to get to where you want to go, and take too long if you can't get there in a single jump.

Unless you have JDC 5 and JFC 5 skills, don't bother with black ops, IMHO.

3. Pick this one.

I have tech 2 projectile weapons on all three sizes, and tech 2 torpedoes. So I meant lv4 in hybrids and lasers.

Are there other weapon specializations that are particularly popular these days?

Consider to train another weapon system based on your spaceship command skills: if you have only minmatar ships and are considering to train missiles i will suggest you to cross-train also Caldari ships (everything PER-WIL) and, maybe, hybrids.
If you already have good drone skills, after training hybrids, consider to train even Gallente ships.

I think the "right" path depends on what is your main activity in EVE, what you would like to do in the future and how you're core and support skills are.
Personally, i will never fly a "billionaire" ship (like marauders, BLOPS or capitals) without very good core and support skills.

Remaps and perfect training times are most effective when you train long skills for an extended period.
If you want something at "low levels" so you can basically just sit in it, all you're really talking about saving is
minutes on level 1
hours on level 2 and 3
half a day to a day and a half for most level 4 times

As for capitals and black ops:
Some of the most expensive ships in the game. You would probably want them trained to fairly high levels if you intend to fly them with fleets in regular PvP.

I'd suggest getting your smaller ships well trained before you step up.
More fights, more experience.

And don't burn your remaps up on a few skills at level 3 and 4.

always get full T2 fit capabilities before you train specialized ship hulls.
