Steam 'Launcher.exe not responding'

Hello, since upgrading to Windows 10, I seem to have run across a problem where I cannot launch my steam EVE account because when I click either the 'play' or 'settings' cog on the launcher the game crashes.

I know this is not computer related in terms of client, because I have a second account which is able to launch as it is not a steam account.

Please help

I have run the repair tool, there was a message saying there was an update, and then I had to create a shared cache file, however apart from that I can find no issues except from in the debug.log file text reading ; [0830/172405:INFO:CONSOLE(0)] "The page at about:blank displayed insecure content from launcher:javascriptReady. ,"

I have tried completely deleting EVE from my computer and re-downloading it, which did not fix this issue.

Also, when running the rescache tool it says i am missing a large number of files, however i can launch the game through my other account.
