Nice simple quesion that il be interested to know if anyone has the answer too....

Are the inate bonuses on the Cap Battery stacking penalised? i.e cap neutraliser reflection 12.5%

If it doesn't say it in the module description it's not penalised

Cap batteries do not stack negatively or positively from what I have found.

This has come up before and as I recall the answer turned out to be "no one knows". We don't know how that effect is supposed to work exactly and can't tell if it's stacking penalized or not.

as in, the neut reflect is a unique attribute that only one mod can provide?
