I have 4 accounts that I can no longer maintain through plexing.

One of my accounts has 1 character on which is plexed. If i transfered the character to one of my other accounts does the game time move with them?

No, game time belongs to accounts, not characters

Surely CCP could transfer game time from one account to another?

best way to find out would be to file a polite support ticket and ask nicely if they would be willing.
