Archon in Highsec?!?

Just found this Archon floating in Highsec on Singularity. Shocked Does anyone have an explanation for me what I am missing? Are they allowed in Highsec on SiSi or will Caps be allowed to enter Highsec soon again?

On sisi you can build(as in buy off market) and undock/dock capital ships but cannot cyno or gate jump between systems.

Technically if you HAD a capital in say Tranquility Amarr you could also undock/dock it without issue. The game only directly prevents building(as in capital construction), cynoing, and gate jumping within highsec.

Again? It never was possible, AFAIK.

There are a few players in eve that have capitals in highsec empire, from which Chribba is the most known character. They are *very* restricted and only because these players have been extraordinary exceptional in what they did for Eve and it's community.

It was a long, long time ago, but they aren't anymore. However, there are a few capitals that still exist in high-sec, but they're heavily restricted in what they can do: No PvP, no mission-running, nothing that allows the player to use a capital's advantage over subcapitals. If these rules are broken, CCP gives the person notice that the capital will be moved to the closest low-sec station. Examples like the Veldnaught are capitals that were never moved out and haven't broken the rules.
