What is the actual per hr amount consumed for a large tower. Dev blog says 4 ph and the item description says 40 in game.

It will be 40 blocks per hour for Large Tier 1 Towers.

This Updated Devblog got BURIED unannounced,BTW, CCP. Nobody seems to find it.

However, note also that each run with block blueprint gives 40 blocks.

Erm...how much more public can it get when CCP announced the change in a thread and a small blog?

Well, I must agree that if I were CCP, I would make a devblog with big login-screen advertising for it at least 14 days before switchover with big fuel block + POS picture and explain everything once again, as final, in short and simple sentences (translated to russian, german etc.) so people cannot say on 24th that they didn't know.

This being CCP, I fully expect that they just drop a devblog a day before switchover reminding everyone that "hey POSes now use fuel blocks" and linking to the first, obsoleted devblog. The epic fail that comes over the next few days will then cause popcorn producer stocks to skyrocket and the tears will overflow the forums. Oh and there will be offline towers to be looted of valuables all over EVE.
