When your on your travels through high sec/Low Sec.

Do you Click the first guy at the top of local? Read their info & study their picture for no apparent reason, then continue randomly & do the same down the list of people local untill your next jump?

Low - Yes. I like to know who the potential problems are going to be.

But usually only if those people have either very cool or very stupid names that catch my attention.

Flying through hisec, only when they are flying a fancy ship.
Lowsec, to always to check if people are in the same alliance / corporation. Otherwise if alone, I check to see how much time they have played, to estimate how high their combat skills are.

I do, back in the day portraits only loaded if you showed info, so i used to use it as a tool to show new people entering system/people i had seen before etc, hard habit to break

I do it without a second screen. I just save it all in my games notepad too, since it's server sided you keep it all between computers :D

If I'm in high/low then I'm usually travelling somewhere so likely in a rush. But if I'm not then yes, I often browse the local list, I'll look at interesting portraits, read bios and often shoot off a little compliment in a message if I like either.

Always nice seeing people put some effort into their characters in either portrait or bio.

No, that's an activity that interferes with my general paranoia while I'm operating d-scan, cloaks if in a cloaky ship, managing safe spot bookmarks, checking current system statistics and map data, panning and zooming my camera around >.>
<.<

Flipping through player bios while traveling sounds like something an auto-pilot cargo hauler would do...

For low security space and null yes. In high sec I do not. I tend to lose a ton of ships for some reason with my alts high security space though. About 90% of them is me just alt tabbing to another screen for a moment; come back, CODE or some random scrub lord ganking me.
