I cooked this idea up a couple days ago, and figured it deserved it's own thread.
Quote:
I'd much prefer a bounty- hunter registry, where you pay a nominal fee for a Bounty License, a sort of one-way wardec, making anyone with a bounty shootable to you. Naturally, the bounties couldn't legally return fire until aggressed.
Also, I'd love to see bounties come with a Concord payout as well, perhaps 1% of bounty in LP payout, with a sec status buff based on sec standing of hostile. This should be split amongst those registered bounty hunters on the killmail evenly. (ex. -10.0 bounty worth 1mil, payout 1mil isk + 10,000lp + 10% sec standing, split it all between the parties involved.)

Make bounties easier and more profitable to cash in and you'll have people lining up to both place and redeem them. Also, you'd see bounty hunters fighting over a kill, which is always funny.

Thoughts?

Ninja edit- I'd also like to see can-flipping come with a sec-stat hit.

Agreed that the current bounty system is completely wrecked by the very existence of Concord. Why post bounties when you're just going to shoot the parties that try to collect them for you? It's not like you can bring them in alive.

On a side note, I think this is an easy fix for at least part of the problem, but by no means encompasses the whole of it.

Agreed, though I'm a bit too drunk to remember the rest of the problem.
However, I feel this simple change would result in bountied pilots being harassed non-stop until the bounty is redeemed, which is kind of the point of bounties...

The second you add LP and/ or standing you will get alts pouring bounties onto main and vice-versa. Free LP for anyone with 2+ chars and/ or a corpmate.
Easy, quick and safe sec-ups......seriously?

I hate to sound negative, but some poorly thought out ideas here. Unless you can come up with a clever way to make this un-exploitable this would appear to break bounties even more, and completely kill the Concord LP market as well.

Seriously, if you want to make bounties less broken just make the payout tied to the value of the clone killed. Although, I do like the thought of a bounty hunter registry that would allow people in hi sec to go after characters that aren't red, and the thought of another system that allows for contract killing is also cool.

Good point. I told you I was drunk. :p

What of the other idea, that of a bounty-hunter's license?

Totally unbalanced.

You want to have free reign to shoot people with security status that permits them to be in highsec, they need to at least be able to shoot you preemptively. Bounty hunters are barely tolerated by the law, I doubt concord would care if a bounty took the hunter by surprise. You sign up, and your fair game to anyone with a bounty.

- Register as BH.
- Kill rights are made 'items' that can be contracted, accepting one incurs an administration fee (as does all things Smile
- KR contracts contain payment as well as conditions (ie. met when combat ship killed, non-blank clone popped etc).

Biggest hurdle is creating safeguards against alt abuse a criminal can use to "get rid of" a KR.
