One man corporation. Faction standings before skills of 5.5. Character in corp for two weeks. Still showing no NPC standings toward my corp. What is going on?

run a storyline now that you're in the corp (even just a L1). You need that to kick the standings for the corp to update properly.

Standings are updated at downtime everyday

Confirming that this will almost certainly fix your problem, player corp standings lingering way too long in the cache is a well-known issue.
If memory serves well, you only need to clear the "machonet" cache subfolder, you can leave the rest of the subfolders alone.
