I am running the Minmatar Epic Arc and sadly the the next 4 missions are in a constellation under attack by a Sansha incursion. It has been days and it is frustrating. Is there any scenario where it is safe from incursion rats to warp into a mission pocket? Like if it is down to "light presence" and zero environmental impact?

I thought the Sansha Incursion rats would only spawn in asteroid belts and not mission deadspaces/areas or maybe I'm mistaken? If capsuleers haven't attacked them in that system you will get reduced bounties an other detrimental effects then. If it has been running for days it will 'time out' fairly soon. Epic arc missions don't run out of time so you are safe in that respect.

Incursion rats don't show up in mission pockets. The biggest concern, if the bar is not full, is that you take a penalty on your ship's resists and damage, and half the bounty for any rat is lost.

This is correct.

CCP should add more NPC 0.0 space to open it up and liven things up: the Stepping Stones project.
