They are going to be trying to kite you out with their speed.

I would try a pilgrim or a curse and neut it out. Assuming your minmatar cruiser is 4/5, a Ashimmu with dual webs could wreck a cynabal and let you close on it with a scram or hold it with a disrupt and let his sig radius bloom

About any dualrep cruiser will eventually kill a cynabal once he caught it. Ships like a dualrep thorax or vexor are easy bets.

It also depends on the cynabal fit, if it's one of those shield buffer ones, you can pick pretty much any ship on the market and go kill a cynabal in that. If it's armortanked though, it's going to be a lot harder.

Catching it is going to be the problem in a 1v1 scenario. They tend to not be very tanky. It's going to be difficult to find a cruiser that can outrun him. An exequror or Vexor navy issue with hull tank and 1-2 overdrives might be able to grab him if you overheat and burn at him when he comes within 25k. Need to know his fit, an arty fit can be killed by a frigate or destroyer; if he's autocannon and has cap booster + faction shield booster for tank you will need a cruiser than can catch him and then win the damage race.

Rrally need to know if the fit is kite or brawl.
