With respect, there are alot of holes that need filling to even consider the isk per SP you are asking.

4.5 bil is about all I can offer

2 bil for train to sitting in the carrier
additional 2 bil to train heavy and sentry drones
throw in another bil for JDC 5 and another for support skills.

If not, free bump for a decent build up toon

Thanks! As mentioned it is a Starter Character who can be
seen as an unfinished Project.
In Case I do not get a good Offer I'll continue her Training.
