what about a partial server wipe?

I doubt that. Skills are he biggest investment in eve as far as I know. If they still had those everything would be back semi normal after a bout a week-month

Not true. Massive time investment is required for setting up production of many goods that you take for granted to be on Jita market.

T2 modules and ships would take months for the supply to normalize and even basic raw materials would be gating the production for a good while (no hulks? or mackinaws? no ore, no ice in current quantities...)

It would take at least 3-6 months for the game to be anything like it is today. Perhaps even longer.

Plus, yeah, a lot of people would instantly quit.

Their are people who have invested large amounts of time/money/effort to get them thier corp and alliances where they are now and I can't see them being overly forgiving towards anyone who yonkes this away from them. This idea of a server wipe/restart was a bad idea back when it was first thought up, it's a bad idea now and it'll still be a bad idea in the future when some bright spark comes up with it again.

If you want to start from scratch on a level playing field (and it won't last for long belive me!) ask CCP to make a new server. Good luck with that BTW.
