AFK ratting, as in ishtars and (very stupid) carriers make significantly less income than what I was even talking about. I was specifically talking about faction damage/deadspace tank snakes (in blood space) and faction damage carriers actively ratting and properly prioritizing targets with painters to keep the rats off their drones. While carrier income is obviously higher than that of a snake, it's not going to reach that of a HS incursion runner.

@Dino, as far as the OP's suggestion it's not perfect in it's current format. But imagine if rats moved regionally based on population density. This would give reason for players to spread out within their regions and actively make use of their space.
If this was implemented to asteroids on a constellation base then players who are mining would simply need to move from one ore hot spot to the next within that constellation or spread out and remain stationary.

You are correct in that a system that would allow an entire constellation/region to be depleted of resources would be cause the cancelling of many subs as nomad play styles are not favored by most and is far to difficult to be a regular occupational requirement in this game. However, a system which spreads resources around based on usage/population density within a region/constellation would not be nearly as harsh.

I would also personally never implement this into level 1-3 HS missions as well as those mining sites that were implemented for new players I would leave static. This system should try to only target resources heavily used by players 6 months and older so the eventual transition to null would be easier to understand.

As for WH space, increased usage simply increases spawn times slowly to some max delay. You can't expect them to move simply because they used their space, but you can expect some form of noticeable effect for extreme usage. Since living in WH space could allow to completely avoid these new mechanics and cause more people live there causing problems even the current dwellers would likely want to avoid that stem from overpopulation.
