Caldari State termination warning

The last few times I have gone to Jita I have been greeted with this message upon undocking;

"You have entered Caldari space. Since you have proven to be an enemy to our people, you will be terminated!"

So I'm unsure what to make of this. I think I saw something on screen about a warp scramble attempt but nothing ever happened. I can pass through all systems without issue and haven't received this message anywhere but Jita 4-4. My standing with the Caldari State is 0.51 (Good) and my corp's standing with the State is 0.19 (Good).

Any idea why this is happening?

Unless the name is yours you have nothing to worry about, that notification is seen by everybody who is on grid with the person that it's aimed at.

i think its system wide, the scram attempt notifications and such are the grid only ones i think
