For 2 Weeks Now Fleet Bonuses Have Been Bugged

Wing Commanders do NOT get the bonuses (max shield bonuses at least) of the Fleet Commander for over 2 weeks now, ever since the patch that introduced t2 gang warfare links. Testing has been done in a controlled environment and CCP has confirmed on my bug report that they know the problem exists.

This is a substantial problem and given that it occurs 100% without fail it should be pretty easy to isolate. Not to mention it could be an issue linked to other gang bonus or fleet related issues (will they ever fix the fleet bonus indicator that only works half the time?). Gang bonuses are enormous and being without them is a huge penalty. Please fix this.
