Does manufacturing affect Industry level in system?

I wonder whether the production has an impact on industry index? Or only mining does that?

Only mining for now.

Industry is being looked at, but there's the potential for gaming it, effectively turning isk into sov indexes, which is sub-optimal.

Yes, everything can be potentially exploited. But manufacturing (and invention) is a huge part of Industry and it makes no sense that it isn't reflected in System Indexes (which are supposed to show System's activity).

Production in null requires careful scouting, hauling and concentrating capital. An alliance should be awarded for such activity...
