Has CCP ever reset Eve?

A reset would not resolve such a situation. People would just make the same alliance and go control the space again. Large alliances tend to fail from within anyway, I really don't see it ever becoming a truly long term issue.

and with nullsec being so large I doubt it could ever realisticly happen. That would take a ton of manpower

All I can find is a few mentions of minor Rollbacks back in 2003 and 2004.

The only thing definite is they ALMOST did a rollback during the BoB/Goonswarm, erm,....'incident'.

I think it would be interesting, just for a 1 day gag, to roll back to pre-Cap (maybe further?).... Just to see how it goes.
Announce it as an event waayyyyy in advance, so players can get ready. Be interesting to see what events would unfold. Now that I think about it... set it up on Sisi. Any takers?
