Well, technically you create a real webserver, but no one can access it from the outside unless you explicitly allow that in your router settings (assuming you have a router). But nothing to worry about if you only want to use this app on your local computer.

Yes. There are default directories where you put the files from the zip archive into though. It's not that difficult, especially with a package like XAMPP, which provides all the necessary tools out of the box.
There should be some tutorials on configuring XAMPP on the internet. Might help you, if you have never done this before.

Yeah - I haven't actually used XAMPP for several years ever since I moved to a Mac, so I'm mostly working from memory of the differences between the two platforms.
